Frequently Asked Questions
 
1. (Question) Can you tell me what the vision of TXDOT's out-sourcing schedule for the IH 635 (LBJ) Freeway West Section Project (Tunnel and Managed lanes with direct connectors to IH 35 and LP 12) will be? [2/4/2003]
1. (Answer) We are considering two project delivery systems, the design bid build and the EDA approaches. First, we will provide guidance on our chosen approach. Second, a selection process schedule needs to be timed around TxDOT's ability to obtain environmental clearance for the project (target date of August 2003), and other project related work activities. [2/15/2003]
 
2. (Question) Can you tell me the order of magnitude for construction in $ for the project that the initial RFP or RFQ would be for? [2/4/2003]
2. (Answer) The estimated construction cost for the entire West Section is shown on the web site. We have not yet determined what portion of the West Section would be phased in as part of this from a construction standpoint. Some of the other project related work items to be undertaken this year will help define the construction and design scope for the project. There is a strong focus on developing a project that will permit the opening of the West Section Managed Lanes soon after the completion of the Dallas High Five (IH 635 / US 75) Interchange. 3. (Question) What is the availability of the following items? [4/2/2003]
One - An electronic copy of the design schematic for the LBJ Corridor Improvements.
Two - If the schematic is not available; An electronic copy of the topography mapping used to develop the schematic.
3. (Answer) We are still in the process of determining the best method to provide or make available current project information. Until we hold the public hearing we may be reluctant to release or make available much of the current information. The following is a partial list of the information that is being considered for availability. When we decide, the information will be placed on the Internet in a printable document format or be made available on a CD for a nominal fee from the TxDOT Dallas District Library.
  1. West Section Schematic – (Paper Copy) This is already available for reproduction from the Dallas District Office Library.
  2. West Section Schematic – (Electronic) Likely to be available on a CD in PDF and Micro Station format after the public hearing.
  3. West Section Topography Mapping – (Electronic) Likely to be available on a CD in the appropriate formats after the public hearing.
  4. West Section EA – (Paper Copy) This will be available for reproduction from the Dallas District Office Library 30 days in advance of the public Hearing
  5. West Section EA – (Electronic) Likely to be available on a CD in PDF format after the public hearing.
  6. Geotechnical Data Report for Planning Study – Core and testing results for 14 core borings. (Paper Copy) This is already available for reproduction from the LBJ Project Office if requested in writing. Reproduction will be processed through the Dallas District Office Library.
  7. LBJ Major Investment Study Documentation – (Paper Copy only at this time) This is already available for reproduction from the LBJ Project Office if requested in writing. Reproduction will be processed through the Dallas District Office Library.
Additional Information that is likely to be assembled as part of a future package may include the following: The completed Value Engineering Study Report, various research papers, research results, other project file information, Sub-Surface Utility Information and Existing Right-of-Way data. As much information as possible will be gathered to assist proposing teams in understanding the project. [4/10/03]
 
4. (Question) When will the project be scheduled for a Public Hearing, and how soon will the design process begin after that? [4/6/03]
4. (Answer) There are several concurrent activities that are underway at this time. The most important component is to complete the planning process and receive environmental clearance for the West Section. We have targeted May 29th or June 5th as possible public hearing dates. We will know more for sure in a week. It takes just under 2 months to schedule, advertise, plan and hold a public hearing. Depending on the number and content of the inquiries at the public hearing that will determine when the final documentation can be forwarded for approval. Another item is to be organized and plan for what might happen after a successful Public Hearing. That is briefly outlined in bullet format below under the outsource process section.

It is too early to tell when the design phase of the project will begin. If we have a successful public hearing, the Geotechnical Study and Investment Grade Traffic and Revenue study are likely to begin this year. An EDA procurement selection process would also likely begin this year. The actual EDA Team contract can not be awarded until after a financial package has been developed. This is not likely to be ready until this time next year. If everything works on an accelerated basis it may be possible to begin the construction phase of the work in early to mid 2005. This early work would most likely be geared toward the tunnel construction activities. The ultimate goal is to have the Managed Lanes open as soon after the completion of the Dallas High Five interchange as possible.
 
5. (Question) Will TxDOT use an Owner Controlled Insurance Program (OCIP) for the West Section, LBJ Freeway Project? [June 26, 2003]
5. (Answer) The OCIP question is unresolved at this time. We will provide the developers information regarding our position later in the process so they can account for it in their proposals. [07/01/03]
 
6. (Question) What is the potential scope of the West Section, LBJ Freeway Project, for design and construction as a Comprehensive Development Agreement (CDA)? [Multiple]
6. (Answer) The West Section for IH 635 (LBJ Freeway), from a planning perspective, includes the entire project from Luna Road to the US 75/IH 635 (Dallas High Five) interchange project. This includes the complete limits of the IH 35E/IH 635 interchange reconstruction from Royal Lane to Valwood Parkway. The focus of a CDA will be to design, construct and begin the operation of the LBJ Freeway Managed Lanes. To do this a major portion of the West Section improvements will need to be designed and constructed. The project generally can be broken into three parts. [07/01/03]
  1. West Section – Dallas High Five interchange to Webb Chapel: Build the managed lanes and the necessary general purpose lanes, ramps, frontage road, cross street and connecting components to open the managed lanes.
    1. Part 1 – DHF to Preston: Complete Construction
    2. Part 2 – Preston to Midway (Tunnel): Complete Construction
    3. Part 3 – Preston to Midway (Surface): Phased Construction
    4. Part 4 – Midway to Webb Chapel: Phased Construction
  2. IH 35E/IH 635 Interchange – Sufficient level of effort to build a WB to SB and a NB to EB connection for the Managed Lanes
    1. Part 1 – Interchange direct connection ramps
    2. Part 2 – Interchange remaining facilities to be constructed
  3. IH 35E to Loop 12 Split – Extension of the connections to the south for the NB SB and NB movement to facilitate loading and unloading the managed lanes.
    1. Part 1 – The WB to SB and the NB to EB connections
    2. Part 2 – Associated surface work to facilitate the above connections being made.
The project scope will continue to be defined as we move through the process.
 
7. (Question) What is the updated timeline on when selection of the Procurement Engineer / Program Manager (PcE/PM) will begin? [Multiple]
The notification of interest (NOI) for the Procurement Engineer / Program Manager (PcE/PM) is being prepared at this time. It may be possible that it will be “out” within the month or not long after that. The complete process for notification, interest, evaluation, selection and negotiation could take 4 to 8 months. [07/01/03]
 
8. (Question) When will a request for qualification (RFQ) of the CDA Developers be due? [Multiple]
TxDOT first needs to solicit, select and begin working with PcE/PM for the project. The PcE/PM’s initial responsibility will be the development of the LBJ Freeway Managed Lanes CDA procurement process. However, TxDOT may be in a position to “put out” the RFQ in advance of completing that selection process in an attempt to streamline the process. It is possible that the RFQ could be timed to be ready for publication soon after receiving environmental clearance this fall. [07/01/03]
 
9. (Question) Could you provide an update of the LBJ schedule. Specifically: 1. Date for issuance of RFQ, 2. Expected date due for SOQ, 3. Expected date of issuance of RFP for industry comment, 3. Expected due date on industry comments on RFP, 4. Expected date of notification of shortlisted (SOQ) firms, 5. Anticipated date of issuance of RFP, 6. Anticipated date of notification of selection of firm for project, and 7. Expected NTP for project. [1/2/2004]
TxDOT is completing the selection process for the Procurement Engineer. One of the key tasks for the Procurement Engineer is to assist TxDOT in completing the process for securing the CDA Team. We anticipate being in position to put out the Request for Qualifications (RFQ) early this year. The end result of securing the CDA Team is the Notice to Proceed (NTP). We are targeting Mid 2005 for that to occur. We are not yet in a position to answer any of the in between dates you are requesting at this time. [1/6/2004]
 
10. How might a potential CDA Proposer be able to schedule a time to view the core logs form the Phase I or Phase 2 Geotechical Investigation Programs?
Potential CDA Proposers may view the Phase I and Phase II cores as follows:
  1. During the month of June 2005 every Tuesday from 9:00 am to Noon the cores will be available for common viewing by interested parties.
  2. Call FUGRO South Inc. at Ph. 972-484-8301; Fax 972-620-7328 during normal business hours of 8:00 to 5:00 Monday through Friday to confirm your attendance in advance.
  3. Their office is located at 2880 Virgo Lane, Dallas, Texas 75229
  4. Please indicate which cores you would like to view in advance of your visit if possible. This way they can be staged accordingly in the core room. There will be limited opportunity for questions and answers. Any content data will be contained in the previously completed work products.
