SP000-001  PDF  RTF  Schedule of Liquidated Damages - Updates the schedule of liquidated damages. (2004 SP 000-2332). Required for all projects beginning with the November 2011 letting. Do not use after February 2019 letting. SP 000-658 will replace this SP beginning with the March 2019 letting. Statewide Use.
SP000-002  PDF  RTF  Nondiscrimination - Provides for the inclusion of nondiscrimination clauses into every contract subject to Title VI of the Civil Rights Act of 1964. (2004 SP 000-2607). Statewide Use.
SP000-010  PDF  RTF  IMPORTANT NOTICE TO CONTRACTORS - Utilized to capture the number of incidents and injuries that occur on the project each month. Reporting is due by the 20th of each month for incidents and injuries that occurred during the month prior. (2004 SP 000-2839). Statewide Use.

SP000-457  PDF  RTF  Activation of Federal Contract Provisions - For insertion into all state-funded routine maintenance contracts that could potentially be used for emergency repairs related to a disaster event. Optional for state-funded routine maintenance only. NOTE: Use with RMCs that could be tied to future disasters. Statewide Use.
SP000-658  PDF  RTF  Schedule of Liquidated Damages - Department implement additional disincentives to help ensure the timely completion of projects that have a significant impact to the traveling public. Required for all projects beginning the design phase in September 2018. However, may be used immediately at the districts' option. Anticipated full implementation with March 2019 letting. SP000-659  PDF  RTF  Notice of Contractor Performance Evaluations - In accordance with 43 TAC §9.26, this special provision notifies the contractor of the evaluation of contractor performance under §9.23. Required for all projects beginning with the September 2018 letting. Statewide Use.
SP002-011  PDF  RTF  INSTRUCTIONS TO BIDDERS - Revises Standard Item 2 to require the Contractors' participation in E-Verify. Required for all projects beginning with the April 2018 letting. Statewide Use.
SP002-013  PDF  RTF  INSTRUCTIONS TO BIDDERS - For project 0000-00-000 in Anderson County. Instruct bidders that ESBD, ICX, Plans Online, and the project proposal are the official sources of advertisement and bidding info for lettings. Bidders to base their bids on info found therein. Required for all projects beginning with the May 2019 letting. Include via addendum to all construction projects on the May 2019 letting. SP005-002  PDF  RTF  CONTROL OF THE WORK - Notifies the contractor of the range of contract remedies applicable for substandard performance. Required for all projects beginning with the September 2018 letting. Statewide Use.
SP006-001  PDF  RTF  CONTROL OF MATERIALS - Allows contractors the option to choose either the Department or a Department-selected Commercial Lab for conducting the subset of project-level sampling and testing. (2004 SP 006-047). Required on all projects beginning with the November 2014 letting. Contractors choosing Department-selected Commercial Labs will reimburse the Department through a reduction in the monthly progress payment. Statewide Use.
SP006-012  PDF  RTF  CONTROL OF MATERIALS - Voids and replaces Standard Article 6.10., ''Hazardous Materials, informing the Contractor that TxDOT will abate lead or asbestos separately from the prime contract. Required on all projects beginning with the August 2018 letting except when 006-013 is used. Change Memo de-05-18. Statewide Use.
SP007-001  PDF  RTF  LEGAL RELATIONS AND RESPONSIBILITIES - Supplements Section 7.2.6.5. to add training requirements for workers involved with traffic control. Required for all projects beginning with the January 2015 letting. Statewide Use.
SP007-003  PDF  RTF  LEGAL RELATIONS AND RESPONSIBILITIES - For project 0000-00-000 in Anderson County. Supplements Article 7.3 to establish auditing rights for the Department and all other authorized state agencies as required by Texas Government Code §2262.154 and Senate Bill 20. SP247-003  PDF  RTF  FLEXIBLE BASE - This special provision adds certification requirements when utilizing Contractor’s test results for consideration of acceptance, use of SiteManager templates, obtaining samples, referee test requirements and ride quality requirement modifications. Required for all projects using Flexible Base beginning with the September 2018 letting. Statewide Use.
SP300-015  PDF  RTF  ASPHALTS, OILS, AND EMULSIONS - Combines all previous statewide special provisions to Item 300. This includes SP300-014, SP300-012, SP300-007, SP300-005, and SP300-003. Replaces SP300-014 . Statewide Use.
SP302-003  PDF  RTF  AGGREGATES FOR SURFACE TREATMENTS - Decreases min. cumulative % retained tolerance on #8 sieve for grade 3, allowance to utilize estimated magnesium sulfate soundness to correspond with HMA specs, modifies asphalt extraction test procedures, adds test and reporting deadlines. Required for all projects using aggregates for seal coats beginning with the October 2018 letting. Statewide Use.
SP341-001  PDF  RTF  DENSE-GRADED HOT-MIX ASPHALT - Revises standard Item 341 to clarify the intent of the standard item. Required for all projects using Dense-Graded Hot-Mix Asphalt beginning with the January 2018 letting Statewide Use.
SP342-003  PDF  RTF  PERMEABLE FRICTION COURSE (PFC) - Minor changes to clarify the intent of the specification. In addition, removed the lime requirement for AR mixtures (this was not in the original specification). Required for all projects using permeable friction course beginning with the September 2018 letting. Statewide Use.
SP344-001  PDF  RTF  SUPERPAVE MIXTURES - This special provision clarifies the intent of standard Item 344, requires that the dust-to-asphalt ratio binder be verified during production. Statewide Use.
SP346-002  PDF  RTF  STONE-MIX ASPHALT - This special provision revises standard Item 346, ''Stone-Matrix Asphalt'' to clarify the intent of the specification. Statewide Use.
SP347-001  PDF  RTF  THIN OVERLAY MIXTURES (TOM) - This special provision revises standard Item 347, ''Thin Overlay Mixtures'' to clarify the intent of the specification. Statewide Use.
