Completing the Disadvantaged Business Enterprise (DBE) Needs Assessment will help to measure and identify business needs and concerns in the areas of financial management, risk management, legal, marketing and aspects of construction industry barriers.

Note: In order to receive services through the Technical Assistance Program (TAP), each DBE is now required to submit a completed DBE Needs Assessment (Form #2307) for services.
