What is the trend?: (CY 2016 to CY 2018 comparison)
How it is measured: Employee engagement score is calculated at an overall level and by category based on results from the Survey of Employee Engagement (SEE) administrated by The University of Texas at Austin Institute for Organizational Excellence. The SEE consists of a series of 48 primary items used to assess essential and fundamental aspects of how the organization functions. The items are on a 5-point scale from Strongly Disagree to Strongly Agree.
The score overall is an average of all survey items and represents the overall score for the organization. The score by category is an average of similar items grouped together to produce twelve construct measures. These constructs capture the concepts most utilized by leadership and drive organization performance and engagement.
Why this matters: The SEE had its beginnings in 1979 at the direction of then Governor William Clements, who sought to invigorate state government by seeking to find what employees thought about working for the state. Subsequent governors have continued to emphasize and support the survey.
The SEE provides information to develop the state's overall strategic plan and is provided to the district state legislators for use during the biennial legislative sessions. It is specially focused on the key drivers relative to the ability to engage employees toward successfully fulfilling the vision and mission of the organization. For TxDOT that mission is to deliver a safe, reliable, and integrated transportation system that enables the movement of people and goods.
