I-10 East Corridor Bottleneck Study

The purpose of the I-10 East Corridor Study was to identify and address both short- and long-term transportation needs. Two bottleneck studies were performed using existing traffic data and focusing on short-term, lower-cost improvements that could range from striping improvements to ramp relocation. The bottleneck study recommendations were not intended necessarily to "solve" the problems, but were considered to provide some short-term relief prior to implementing the more significant improvements. The on-going corridor-wide conceptual strategies evaluation will use projected 2025 traffic data for major longer-term improvements focusing on "solving" the problems.

The detailed bottleneck analysis served to identify the limitations of what can ultimately be gained by short-term improvements and provided the justification for more significant investments. Many of the bottleneck study recommendations were incorporated into the corridor-wide Transportation System Management (TSM) strategy definition.

The bottlenecks were analyzed using CORSIM, which is a corridor traffic simulation and analysis program that was developed and is maintained by the Federal Highway Administration (FHWA).

Bottleneck Study Areas
The two bottleneck studies addressed Horizon Boulevard at I-10 and the combined area of the Lee Trevino Drive and Zaragoza Road interchanges at I-10. Although there are several problem interchanges along the corridor, these three interchanges were identified early on as three major problem areas experiencing bottleneck conditions.

Work Session: Bottleneck Study

The project team held a discussion session with TxDOT, City of El Paso, and El Paso Metropolitan Planning Organization staff on June 20, 2001, to discuss bottleneck study progress and solicit comments on the proposed bottleneck scenarios to be analyzed.

Bottleneck Study Results

The bottleneck study technical analysis was completed in Spring 2002.
