Truck Survey

Public participation is a major component throughout the I-10 East Corridor Study process. The truck survey was formulated as an outreach to a particular segment of the public that was unlikely to participate in other public involvement efforts. The survey gathered information specific to I-10 East from truck drivers who use I-10 and access I-10 using the Horizon Boulevard and Airway Boulevard intersections. The survey instrument was designed to elicit qualitative information about specific areas needing improvement. The survey approach enabled the Project Team to listen firsthand to truck drivers.

The survey was conducted on Friday, February 16, 2001, by four Project Team members at four I-10 East locations:
  • PETRO (Southwest Quadrant of I-10 and Horizon Boulevard)
  • Love’s (Northeast Quadrant of I-10 and Horizon Boulevard)
  • El Paso Travel Plaza (Northwest Quadrant of I-10 and Horizon Boulevard)
  • Chevron (Southwest Quadrant of I-10 and Airway Boulevard)
The survey generated 148 responses. Most of the questions were worded to encourage more than a "yes" or "no" response. Two of the nineteen questions asked are included below, with a summary of the most common responses.

Question: Did you experience any problems here at I-10 & Horizon Boulevard?

  • Eastbound exit ramp is too close to Horizon Boulevard and is too short
  • Significant weaving movement between trucks and cars exiting eastbound I-10 who want to turn right at Horizon Boulevard (or right into the truck stop) and eastbound frontage road traffic that wants to turn left at Horizon Boulevard
  • Exiting the Petro truck stop onto Horizon Boulevard is a problem
  • A lot of cars cut through the various truck stops to avoid the traffic signals at Horizon Boulevard
  • Traffic signals are too long, creating back-up

Suggestions for improvement of the Horizon Boulevard exit included:

  • Redesign the entire interchange
  • Make truckers bypass the Horizon Boulevard exit (by using LP 375, for instance)
  • Move the eastbound exit ramp further west away from the signal
  • Detour frontage road vehicles around the back of the Petro stop to a light on Horizon Boulevard

Question: Did you experience any problems here at I-10 & Airway Boulevard?

  • Lots of congestion in the area makes getting off and on I-10, and in and out of the truck stop a lot of trouble
  • Traffic often backs up to the off-ramp on the frontage road
  • Left turn is tight (need wider turning radius)
  • Off-ramp is too close to truck stop driveways (hard to weave if coming from the left lane exit ramp)

Suggestions for operations around Airway Boulevard included:

  • Improve the signal timing
  • Add more turning lanes
  • Widen driveways
  • Improve ramp design
