Working Group Meetings

Successful transportation problem-solving includes planning and coordination with federal, state, and local agencies, technical disciplines, and the public. The working group consists of technical, private, and agency stakeholders. Their role is to provide oversight to the study process and recommendations. The Working Group provides valuable feedback to the team developing the strategies at key project milestones.

Working Group Meeting #1 - Summer 2000

The first I-10 East Working Group meeting took place on June 26, 2000, at TxDOT El Paso District Headquarters. The purpose of this first meeting was to introduce the project and project team, discuss and refine the study area, identify the study purpose and need, and establish goals and objectives. The overall corridor study process was outlined, possible initial strategies were identified, and the next step in the process--screening of the initial alternatives--was described. The Working Group also reviewed the Public Involvement Process.

Working Group Meeting #2 was held on April 18, 2001, from 1:30 PM – 5:00 PM at the Vista Del Sol Conference Center. Prior to the meeting, Working Group members were provided read-ahead materials. The meeting handout included review information plus sections briefly describing the conceptual strategies that will be refined in the next phase of work.

The purpose of the second Working Group meeting was to present the initial improvement strategies and the process through which they were identified. The Working Group was asked to provide comments, concerns, or suggestions that will be taken into consideration during the strategy refinement and evaluation process.

Working Group Meeting #3 - Fall 2001

Working Group Meeting #3 was held on October 31, 2001, at the TxDOT El Paso District Conference Room. Thirty-eight members of the Working Group were in attendance. The purpose of this meeting was to present and discuss conceptual layouts developed for the six strategies as identified in Working Group Meeting #2.

The conceptual layouts are the result of the conceptual engineering refinement process. The purpose of the layouts is to provide images of the strategies to compare against what currently exists along the corridor. The images include potential changes to the mainlanes, frontage roads, and interchanges, in addition to potential right of way needs. The conceptual layouts become the basis for developing cost estimates, quantifying potential environmental impacts, and analyzing changes in congestion and traffic operations in the next work phase.

It was discussed that each strategy definition represents "a" way that the strategy could be developed for the purpose of differentiating the strategies in this study, but not necessarily the optimum design that would eventually result from the remaining steps in the TxDOT project development process. Specifically, each definition is based upon a conceptual level of engineering, incorporating planning-level decisions and assumptions, preliminary environmental considerations, and a number of traffic operational assumptions. Each meeting participant was provided with a handout including the Meeting Agenda, Study Area Map, and a summary definition page for each of the six strategies.

Also presented and discussed were major interchange improvements being considered at Lee Trevino, Zaragoza, Horizon, and Pendale, the role of the transit component for each strategy, and improvements being considered along SH 20 (Alameda Avenue), FM 76 (North Loop Road), and FM 1110.

Working Group Meeting #4 was held on September 26, 2002, at the TxDOT El Paso District Conference Room. Twenty-six members of the Working Group were in attendance, in addition to study team members.
