Project Description
The El Paso District of the Texas
Department of Transportation (TxDOT) is in the final stages of a Major Investment Study
(MIS) of the 23-mile I-10 West Corridor from US Highway 54 to the New Mexico State Line.
The study also includes a portion of US 54 from Loop 375 (Border Highway) north to
Trowbridge Drive. This is a comprehensive, multimodal study to determine the long- and
short-term transportation needs of the Corridor resulting in recommended alternatives to
meet those needs.

- Fall 1997:
Project initiation and data gathering
- Spring 1998:
Initial development of public involvement approach. Public meetings and first
agency/working group meeting; initial alternatives identified
- Summer 1998:
Initial environmental and engineering studies and cost estimates completed
- Fall 1998:
Second agency/working group meeting; conceptual set of alternatives
completed
- Winter 1998:
Refined set of alternatives completed. Final
environmental and engineering studies and initial traffic forecasts completed on refined
alternatives.
- Spring 1999:
Final traffic forecasts and cost estimates; initial evaluation of refined alternatives;
third agency/working group meeting
- Summer 1999:
Detailed evaluation of refined alternatives; fourth
agency/working group meeting; preferred alternative recommendation
- Fall 1999:
Final round of public meetings; final evaluation
report; adoption into formal plan
- Winter 1999:
Final environmental and engineering studies, traffic forecasts, and cost estimates
completed; final set of alternatives recommended

Project Background
The I-10 West Corridor is a rapidly developing area.
- The population in the northwest El Paso area is projected to increase
70% from 1995 to 2010, an average of 4% annually.
- I-10 is the major east-west route in El Paso, carrying a large
percentage of truck traffic and providing access into and out of Mexico.
- Increasing demand on the transportation facilities resulting from
NAFTA.
Operational problems along the corridor
- Accident frequency
- Arterial street congestion
- Freeway congestion
- Delays entering and exiting I-10
- Steep grades
- No frontage roads
- Deteriorated pavement
Physical and other constraints
- Franklin Mountain Range and the Rio Grande
- Existing and planned industrial, commercial and residential
developments
The El Paso area faces an increasing need for the development of
transportation facilities to serve growing demand, while preserving or improving regional
air quality. In response, the I-10 West Corridor MIS has established study goals.
