Community Meetings

The final 1-10 West Corridor MIS public meetings were held October 5th and 6th. Participants learned about the recommended alternative in addition to the study and evaluation process leading to the recommendation. The public meetings served as a wrap-up to the Study. A total of 84 people attended the meetings. Thanks to all those people who participated in the meetings by providing their valuable feedback.

Meeting Summary

The following summarizes the public’s comments received during the meetings.

About the recommended alternative:

  • Agree with the recommended alternative. (2)
  • Good to have another throughway to take the pressure off 1-10.
  • Recommended alternative appears to be the most feasible in terms of land use and funding.
  • The recommended alternative reflects the economic and environmental consequences.
  • Excited that it will provide transit service.
  • Recommended alternative is excellent and should be implemented as soon as possible.
  • Good ideas for improvement of west side roads.

About the meeting and the study:

  • Presentation was good and look forward to the improvements presented.
  • The study is overwhelming with the information displayed.
  • Informative and well-thought out. (2)
  • Assign a level of confidence to the traffic model.
  • Good meeting format.
  • Well done study.
  • Will benefit all the citizens of El Paso.
  • Professionally done.
  • Impressive presentation.
  • Study is valuable.

Bicycle and pedestrian issues:

  • Great to see a bike lane on Mesa. Continue to downtown.
  • Include bicycle facilities on parallel routes as they are improved.

Connecting/ extending and improving the arterial street system:

  • Doniphan/Paisano needed to reroute traffic.
  • Completion of Loop 375 would be an excellent alternative.
  • Not clear about improvements and connections on Mesa, Sunland Park and Executive Center.
  • Improve connection between Doniphan & I-10.
  • The extension of Mesa Street must include a connection to River Bend.
  • Current access to Doniphan from 1-10 is via Frontera and Bird.
  • The intersection at Country Club and Doniphan needs a right turn lane for eastbound traffic.

Environmental and displacement issues:

  • Do not disturb the Keystone Wetlands and archeological sites. Carbon residues will destroy the carbon dating process.
  • Do not demolish my house.
  • How will the study affect the area where my business is located?

Improving 1-10:

  • Expand I-10 to 4 lanes on each side east/west bound.
  • Upgrade and widen the I-10/Vinton overpass.
  • I-10 needs access/frontage roads between Mesa and UTEP (3).

Improving ramps on 1-10:

  • There is only one way off I-10 east for traffic from the West Side to get to the County Coliseum.

Safety issues:

  • Safety is the main concern. Create expressways that will lessen the traffic jams.

Traffic characteristics:

  • Traffic problem westbound on Shadow Mountain during the morning commute.
  • Talbot Street from I-10 to Doniphan will be a heavily congested road if conditions don’t improve.
  • Country Club Road is congested during the evening commute period. It needs a major upgrade.
  • There is heavy traffic at all hours of the day in the study areas.

Transit issues:

  • People in Canutillo, Anthony, Socorro and East Montana need buses.
  • El Paso need buses and better routes.
  • Longer times of operation.
  • Use smaller buses to aid with air quality, traffic congestion and safety.
  • Doniphan improvements leave no bus stop access.
  • Increase parking areas for people to leave cars and take bus.

Truck movement:

  • Dedicated truck lanes are needed.

Other suggestions:

  • Put substantial money into business work-hour behavior and incentives for people to reduce trips.
  • Have staggered work hours.
  • Study productivity using off-peak hour schedules for employees.
  • Speed train between Las Cruces, northern Dona Ana County and El Paso southwest area.
  • Media can be instrumental in achieving the task for raising funds.

So What’s Next?

As the MIS is being completed, TxDOT will present the recommended alternative to the Metropolitan Planning Organization (MPO) for consideration and adoption into the Metropolitan Transportation Plan, the formal long-range plan for the El Paso Region.


Some Suggestions from Previous Public Meetings

On April 28 and 30, 1998, public meetings were held at the El Paso High School and Franklin High School cafeterias. People provided comments by speaking with study team members, writing on flip charts or working maps, and filling out comment sheets. Below are some of the suggestions made during the meetings.

  • Make Stanton Rd. continuous
  • Extend Resler to Transmountain Rd.
  • Connect Bartlett to Southwestern
  • Connect Southwestern to Northwestern
  • Make Belvidere continuous
  • Extend Sunset to Mesa entrance ramp
  • Extend Schuster across I-10 to Paisano
  • Double-Deck I-10
  • Develop a reliever route around El Paso
  • Widen Transmountain Rd. (Loop 375) from 2 to 4 lanes
  • Widen I-10
  • Add frontage roads to I-10
