GENERAL DESCRIPTION:

Directs, manages and implements Texas Department of Transportation (TxDOT) policies, programs and operating strategies in a manner consistent with federal and state laws and regulations and directives issued by the Commission. Oversees the management of all transportation systems for which the agency is responsible to ensure that systems are adequate, safe and constructed and maintained for the traveling public in the most cost-effective manner. Reports to the Texas Transportation Commission. Work requires extensive contact with international, federal, state and local governmental officials, transportation industry representatives and private entities. Employees at this level perform work at the highest level of discretion and independent judgment and are responsible for final outcome. Regular travel is a part of the job and 30% overall travel requirement maybe more or less.

MINIMUM REQUIREMENTS

Education and Experience
Bachelor's degreeplus significant, and appropriate, professional and managerial experience, including considerable organizational management experience.

Background of accomplishment in leading and directing a major infrastructure based organization.
Able to lead and oversee the development of major infrastructure projects and the largest transportation construction program in the U.S.
Skilled at working collaboratively with a wide array of stakeholders, elected officials, and employees.
A "visionary" with a strong business orientation. A track record as a strategic thinker capable of developing and implementing short-term and long-term plans.
Demonstrated skill at directing and coordinating an extensive and diverse staff and able to effectively communicate and interact with employees at all levels.
Experience in clarifying roles and breaking down organizational silos through performance planning and measuring performances against goals.
Proven background in driving results through organizational development, succession planning, and performance management practices.
Evidence of strong financial acumen. Aptitude for understanding the financial principles and methods associated with funding for major infrastructure projects.
Capable of overseeing complexities associated with innovative financing and alternative construction delivery processes as typified in evolving DOT methodologies.
Polished executive "presence" with persuasive, energetic communication style and strong public relations and media skills.
Respectful of State and Federal legislative processes. Capable of interpreting and analyzing legislation, rules, and regulations.

CONDITIONS OF EMPLOYMENT
