Brian D. Ragland

Ragland was selected as TxDOT’s chief financial officer on March 11, 2016. He oversees the financial responsibility for TxDOT, including the Financial Management; Project Finance, Debt and Strategic Contracts; Real Estate Management and Development; and Toll Operations divisions.

Ragland began his career with the University of Texas System Administration as an accountant and auditor in the oil and gas department and then became the financial manager of the Employee Group Insurance section, where he served until 1996. Ragland then served as chief financial officer of the State Preservation Board, where he oversaw all financial, human resources, enterprise, and information resource functions of that agency.

In 2003, Ragland began his career with TxDOT as the director of the Claims Management Section of the Financial Management Division. He then left TxDOT in 2005 to pursue an opportunity as senior vice president and chief financial officer of Walden Affordable Group LLC, an affordable housing management firm, but returned to TxDOT in 2008 as the director of the Financial Management Division. Ragland is currently an elected trustee of the Employees Retirement System, with a term expiring August 31, 2017.

Ragland received a Bachelor of Business Administration from the University of Texas at Austin in 1990 and a Master of Business Administration from Southwest Texas State University in 1999. He is a licensed certified public accountant and a member of the American Institute of CPAs (AICPA), the Texas State Agency Business Administrators Association (TSABAA) and the State Agency Coordinating Council (SACC).
