Introduction: This study determines the impacts and feasibility of a four-lane highway between the Texas/Mexico border and Denver, Colorado, via the existing IH 27 corridor between Amarillo and Lubbock, Texas. A principal reason for evaluating transportation improvement needs in the Ports to Plains corridor is related to the implementation of the North American Free Trade Agreement (NAFTA) in 1994, which created a free trade zone between the US, Mexico and Canada.
