Dr. Rafael Aldrete has more than fifteen years of experience in transportation consulting and research in all transportation modes. He specializes in project development and financing, and in transportation sector policy and management strategies. His experience assisting governments and the private sector in more than 20 countries around the world includes transportation operations, cross-border trade and transportation facilitation and infrastructure investment evaluation and development.

He currently heads the Texas A&M Transportation Institute’s (TTI) San Antonio and El Paso Division, and is Director of TTI’s Center for International Intelligent Transportation Research (CIITR). In this role he oversees a research, implementation and technical assistance program in transportation infrastructure planning and operations, air quality, trade facilitation and border crossings along the US/Mexico border, as well as technical assistance efforts for transportation agencies throughout the Southwestern United States.

Prior to joining TTI, Aldrete worked eight years for Booz Allen Hamilton, a global strategy and technology consulting firm, where he worked in and managed numerous transportation infrastructure assignments around the world. He has been a member of the State of Texas Border Trade Advisory Committee since 2006. He is also a member of the World Road Association (PIARC) Technical Committee on Transportation Financing (1.2) and of the Transportation Research Board ABE90 Committee on Transportation in the Developing Countries.

He holds doctoral and master’s degrees from the University of Texas at Austin.
