Dee Porter came to TxDOT from the Texas Department of State Health Services (DSHS) on April 1, 2011. In addition to TxDOT’s Modernization efforts, she oversees the Human Resources Division, Research & Technology Implementation, Strategic Policy and Performance Management, and the Office of Civil Rights.  She is currently busy implementing performance and operational excellence functions.

Dee served as Assistant Commissioner and Chief Operating Officer (COO) at DSHS for four years where she managed information technology, the Office of General Counsel, executive and staff operations, health information and vital statistics, contract oversight and support, operations management and business continuity.  She was appointed the first female General Administrator of the Oklahoma Corporation Commission, the state’s regulatory authority over public utilities, intrastate transportation, oil and gas, telecommunications, petroleum storage tanks, and pipelines as well as consumer services.
