Allan Rutter joins Cambridge Systematics (CS) as a Senior Associate with more than 22 years of transportation planning and policy experience in freight and passenger rail and tollway management and pricing.  Prior to joining CS, Mr. Rutter was Executive Director of the North Texas Tollway Authority.  Previously, Mr. Rutter served as Administrator of the Federal Railroad Administration (FRA), where he was responsible for managing railroad safety, drafting national passenger rail policy, and preparing passenger rail legislation.  Mr. Rutter previously served as the Transportation Policy Director for the Texas Office of the Governor, working with local, state, and national groups develop and implement policy across all modes of transportation.  Mr. Rutter was also the Deputy Executive Director for the Texas High-Speed Rail Authority (THSRA).  Mr. Rutter received both a Master’s degree in Public Affairs and a Bachelor’s degree in Government and Engineering from the University of Texas at Austin.
