Peggy Catlin, as Deputy Executive Director of CDOT since 2000, assists in executing the overall strategic direction of CDOT.  Since its 2002 inception, Ms. Catlin has also served as the Acting Executive Director of the Colorado Tolling Enterprise, which has the authority to develop, finance, design, build, operate, and maintain a system of toll facilities and managed lanes statewide and has completed the conversion of the North I-25 HOV lanes to High Occupancy Toll lanes.
