Mary E. Meyland is the director for Strategic Policy and Performance Management (SPPM). She plays a pivotal role ensuring that TxDOT meets the goals set forth in the 2009-2013 TxDOT Strategic Plan and develops strategies for meeting those goals while performing an on-going assessment of TxDOT's performance.

Meyland began her 26-year career with TxDOT in 1982 as an engineering assistant in the Dallas District quickly advancing to project engineer. While serving as the El Paso District Engineer from 1993 to 1995, Meyland worked with elected officials to develop an aggressive project development program.

As the Tyler District Engineer, Meyland helped to increase the community's participation in developing transportation program priorities, completing the construction of numerous regional mobility projects including the construction of the first two-lane, totally electronic toll road in Texas with the North East Texas Mobility Authority.

Prior to becoming SPPM director, she served as interim special assistant to the executive director over the SPPM initiative. She previously served as interim regional business director, developing plans for restructuring the department's business process and delivery systems.

Meyland holds a bachelor's degree in civil engineering from the University of Texas at Austin, a bachelor's degree in public administration from the University of Texas at Dallas and earned a master's degree in civil engineering from the University of Texas at Arlington in 1991.
