As JPO Director, Shelley Row manages a $110 million annual budget to advance research and deployment of ITS, in support of the Transportation Department’s goals of reducing congestion and improving safety and productivity.

After a stint in FHWA’s Headquarters managing ITS Early Deployment Planning and Outreach, Shelley returned to the field as Engineering Systems Manager in the Georgia Division office, where she was responsible for ITS project implementation in preparation for the 1996 Summer Olympics. In 2000, Shelley became Director of FHWA’s Office of Transportation Operations where she led programs on work zone operations, security and traffic incident management, and road weather management. In 2003 Shelley left FHWA to become Chief Technical Officer for the Institute of Transportation Engineers, the position she held for three years immediately prior to becoming Director of the ITS Joint Program Office.
