Environmental Project Scopes for FHWA, State and Local Government Sponsored Transportation Projects
The Departmentâs environmental rules under 43 TAC §2.44 require development of a project scope for all projects except BCEs identified in 43 TAC §2.82(c). Forms have been developed by TxDOT as a standardized checklist to be used for the development and amendment of project scopes for any FHWA, State and Local Government Sponsored Transportation project. Local Government Sponsors can be city, county governments, or regional mobility authorities.
The project scope is used early in the project development process, and provides an outline for a collaborative agreement between the project sponsor and department delegate regarding the specific requirements and expectations for the project. The project scope establishes the basis for all subsequent activities and reviews related to the project. The Project Scope Amendment is used to modify the Project Scope when needed.
Chapter 201 Subchapter I-1 of the new Transportation Code requires that TxDOT submit an annual and semiannual report concerning the status of the Departmentâs environmental review for projects received by the Department starting September 1, 2011.
