  • Right of Way Acquisition Professional Services for 4th Quarter of Fiscal Year 2012 (June 1, 2012 through Aug. 31, 2012)
    The Texas Department of Transportation (TxDOT) is seeking Right of Way Acquisition Professional Services (ROWAPS) on a statewide basis by posting a Request for Proposal (RFP) #552RFPP001 for companies that submit an RFP and qualify for a contract by scoring the minimum threshold of 60% of the maximum possible points that can be scored in the reference RFP. The number of contracts awarded will be equal to the number of responding companies scoring the minimum threshold points.

    The general scope of work will be professional services for project administration, title and closing, appraisal and appraisal review, negotiations, relocation assistance, eminent domain support and disposal of property. The work will be performed under Indefinite Delivery Contracts in the amount of $2,000,000 each and a 2-year term. All work under the contracts will be authorized by individual work authorizations on an as-needed basis. A contract does not carry a guarantee of work.

    There will be a non-mandatory pre-proposal meeting for all interested providers on August 29, 2012 from 9:30 am to 11:30 am (CST) at the Thompson Conference Center, 2405 Robert Dedman Dr., Room 3.102, Austin, Texas 78713.  Please provide the name of your company and the number of persons that will be attending in order to ensure appropriate seating by contacting the ROW Division.

    The completed RFP packet must be received no later than 12:00 Noon (CST) on September 19, 2012 at the TxDOT ROW Division office located at 118 E. Riverside Drive, Austin, TX 78704.
  • Real Estate Appraisal Professional Services for 4th Quarter of Fiscal Year 2012 (June 1, 2012 through Aug. 31, 2012)
Opportunity to make application to the Texas Department of Transportation (TxDOT) to be pre-certified in order to be eligible to provide professional real estate appraisal services.  According to the National Registry of State Certified and licensed appraisers, you hold an active license as a General Real Estate Appraiser Certified by the TALCB.  In Texas, the profession of real property appraising is governed as a professional service under Texas Government Code, Title 10, Chapter 2254, Subchapter A.

The Texas Administrative Code (TAC) Title 43, Chapter 9, Subchapter F, provides rules for contracting for real estate appraisal services. These rules require that in order for TxDOT to contract for professional real property appraisal services, the appraiser must be pre-certified by TxDOT. In order to be added to the list of pre-certified real estate appraisers follow these instructions:
  1. Select Form No. A1 “Application for Pre-Certification as a Professional Real Estate Appraiser” found online.
  2. Print the form, complete the information and mail it to the address on the letterhead. TxDOT staff will review the application and respond to you as whether you have met the requirements.

The opportunity to submit an application for pre-certification will remain open permanently. The pre-certification process is not an award of a contract nor is it a guarantee of work, but you must be included on the pre-certification list to be eligible to respond to TxDOT solicitations for Request for Proposals (RFP) for professional real estate appraisal services as required under procedures outlined in the aforementioned TAC, Title 43, Chapter 9, Subchapter F.

TxDOT is expecting to publish a statewide RFP specific to appraisal services in the very near future, but you must be an approved TxDOT pre-certified real estate appraiser in order to be eligible for  consideration under the RFP process.  Prior TxDOT pre-certification does not qualify.  For questions relating to the pre-certification process send an email.

  • 1st Quarter of Fiscal Year 2013 (Sept. 1, 2012 through Nov. 30, 2012)

    The Texas Department of Transportation (TxDOT) will be seeking Real Estate Appraiser Services on a statewide basis by posting a Request for Proposal (RFP) for individual Real Estate Appraisers that hold an active State Certification as a General Real Estate Appraiser issued by the Texas Appraiser Licensing and Certification Board.  Individuals that are pre-certified by TxDOT, submit an RFP, and score the minimum threshold points will be awarded a contract.  The number of contracts awarded will be equal to the number of responding individual Real Estate Appraisers that have been pre-certified by TxDOT and score the minimum threshold points. All work under the contracts will be authorized by individual work authorizations on an as-needed basis. A contract does not carry a guarantee of work.

  • 2nd Quarter of Fiscal Year 2013 (Dec. 1, 2012 through Feb. 28, 2013)
