Julie Guerra-Ramirez has been the Progreso International Director since 2000. Guerra-Ramirez was born in San Benito, Texas and has been a resident of Harlingen, Texas for 39 years.

Her career began in 1977 at Plaza National Bank. She continued her banking career as assistant vice president at Town and Country National Bank from 1985 to 1989. She then worked as assistant vice president for Mid Valley Bank in Weslaco under the direction of Frank A. Kavanagh. Mid Valley Bank was acquired in 1989 by Texas State Bank and Guerra-Ramirez served as first vice president from 1989 to 2000.

In April 2000, she was offered to serve as bridge director of operations at Progreso International Bridge by then owner Sam R. Sparks.

Guerra-Ramirez's civic duties include membership to the Border Trade Alliance, Advisory Board of Valley Grande Academy, Governing Board of Rio Grande Girl Scouts (three years), Rotary member and executive board member (two years), Rio Grande Valley Partnership board member (three years) and Knapp Medical Center Governing Board (nine years).

Guerra-Ramirez graduated from San Benito High School in 1975. She attended the University of Texas at Brownsville and several Banking and Human Resources Schools from 1977-2001.
